Biography

Malcolm Horner graduated with BSc and PhD degrees in Civil Engineering from University College London and spent several years in industry before being appointed in 1977 to a Lectureship in the Department of Civil Engineering at the University of Dundee, where he is Emeritus Professor of Engineering Management and led the Construction Management Research Unit.

He is a fellow, both of the Royal Society of Edinburgh and of the Institution of Civil Engineers, an Honorary Fellow of the Royal Incorporation of Architects in Scotland, and a former Vice Principal of the University.

He has been Chairman of Scottish Enterprise Tayside, Chairman of the Daviot Group, Chairman of the CITB’s Technical Reference Group for Labour Market Intelligence, a member of CITB’s Council and of CITB’s Scottish Advisory Committee, Chairman of the ICE Scotland Management Board, Director of the Scottish Construction Centre, non-executive director of CXR Biosciences Ltd, non-executive director of Atlantic Power and Gas Ltd, member of the Scottish Construction Forum, and was appointed by Tavish Scott, the erstwhile Scottish Minister for Transport, to the Tayside and Central Scotland Transport Partnership.

He is founder Chairman of the University of Dundee spin out company, WholeLife Consultants Ltd and currently chairs the Analytical Consortium of the £16m Innovate UK funded Living Lab project and is Vice-Chair of the Standard Setting Committee for the 3rd edition of the International Cost Management Standard which he co-authored.

Prof Horner has successfully completed research projects valued at more than £7m and published over 130 articles and papers in the following areas:
