Philip Daniel

Philip Daniel is a specialist on resource-rich economies, notably for oil, gas and mining taxation. As a member of the Centre's global faculty, Mr Daniel will co-supervise the doctoral programme and deliver lectures in the graduate studies programmes and will contribute to the energy economics group and also the mining group.

An economist with degrees from the universities of Oxford, Cambridge and East Anglia, Philip has experience in macroeconomics and fiscal policy, tax policy and contract negotiations, mainly within resource-rich countries. He has frequently acted as a negotiator on behalf of governments in oil, gas or mining projects.

Philip Daniel worked on extractive industry fiscal matters at the Fiscal Affairs Department of the IMF in Washington for 9 years until retiring in 2015, serving as Deputy Head of the Tax Policy Division and subsequently as Advisor in the Front Office. Philip has worked in advisory missions for the IMF in 25 countries, mostly as Mission Head. Philip also held posts at the Institute of Development Studies, University of Sussex, and at the Department of Applied Economics, University of Cambridge, and as Special Adviser in the Commonwealth Secretariat.

He has authored or co-authored books on Zambia and Papua New Guinea, and is contributor and co-editor for a widely used text: The Taxation of Petroleum and Minerals: Principles, Problems and Practice (Routledge 2010). Routledge also plans to publish a volume on International Taxation and Extractive Industries in 2016 of which Philip is again a co-editor

Philip is currently the Chair of the Advisory Board for the Oxford Centre for the Analysis of the Resource Rich Economies at the Department of Economics, University of Oxford, and serves on the Advisory Council of the Natural Resource Governance Institute.
