Biography

Honoré Le Leuch has over forty-five years of experience in the international oil and gas industry and is an acknowledged international oil and gas Expert, Adviser and Consultant on petroleum contracts, economics, legislation, taxation, and regulatory regimes.

He has advised many governments, ministers, regulatory agencies, international institutions, including the IMF and the World Bank, companies, banks and law firms on contractual, fiscal and economic aspects regarding petroleum exploration, development, production and transportation projects.

He has been involved in various senior positions in a great number of negotiations related to large oil and gas projects, in particular with regard to the policy and design of fiscal regimes, licence and production sharing contracts, participation agreements and any other types of petroleum agreements. Of French mother tongue, he speaks fluent English and Spanish.

He acted as Expert in the resolution of petroleum disputes and in arbitration proceedings, providing expert reports and testimony in respect of complex petroleum cases.

He delivers training and seminars in many countries, companies and institutions on petroleum contracts, economics and fiscal regimes, including on comparative analysis of petroleum legislation, regulation, taxation and agreements.

He has published a number of articles and is in particular a co-author of the reference book on "International Petroleum Exploration and Exploitation Agreements: Legal, Economic, and Policy Aspects" (Second Edition, 2009, Barrows Editions Inc., New York), author of one chapter in “The Handbook of Global Energy Policy” edited by Andreas Goldthau (Wiley-Blackwell, Oxford, UK, 2013) and co-author of two chapters in the book “International Taxation and the Extractive Industries” published in 2016 by Routledge and the IMF.

H. Le Leuch is an Honorary Lecturer at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) of the University of Dundee.
