Bio

Biography

Sarah Hendry is an academic lawyer specialising in water and environmental law. She works at the University of Dundee in the Centre for Water Law, Policy and Science, a Category 2 Centre under the auspices of UNESCO. The Centre was established to further the integration of law, policy and science under UNESCO's International Hydrological Programme (IHP).

Sarah is Scottish Editor for the Journal of Water Law and the Journal of Environmental Law and Management, and co-convenor of the UK Environmental Law Association Scots Law water topic group. Her interest in Scots, EU and comparative water law extends across both water resources and water services, and she was a member of the Scottish Customer Forum, a body established better represent consumers in price setting for water services. She was a member of the Irish Government's Expert Commission for Water. She  is programmes director for the taught LLM programmes in Law, with a particular interest in making law accessible to non-lawyers. 

Teaching

 

Sarah is Programme Director for the taught LLM programmes in Law, as well as teaching on several modules. She leads a module on regulation of water services, looking at ownership, regulation, governance and price-setting to achieve social and economic objectives. She delivers teaching on a module in comparative national water law, focused on water resource management and water quality; modules in human rights law; in legal research methods; and coordinates the LLM Dissertation module. She provides input on water law and health to students on the BMSci at Dundee, and is involved in introductory modules for international Masters students. 

Sarah has a quality assurance and enhancement role within the School of Social Sciences, working closely with staff engaged in teaching and learning in the School and University. 

Research

Sarah’s research interests cross over all aspects of national water law: legal frameworks for water resources management, water rights and abstractions, water quality and pollution control; and the regulation of water services. She has a special interest in water law reform. She works closely with scientists and policymakers in the Centre and beyond, looking at the linkages between science, policy and law; and she is closely involved in the Centre’s work for the IHP programme.

Sarah was a member of the Customer Forum, a new initiative in Scotland designed to better represent the consumers in the price setting process for water and sewerage services. The regulation of water services is a key research interest for Sarah, and customer involvement in that regulation is part of good governance. Governance is a key theme running through much of the Centre’s work and Sarah is very pleased to have been invited to serve on the Forum. She was a member of the Irish Government's Expert Commission on water. She has been involved in several funded projects related to the regulation of water services, including rural supply, source protection and valuing water. 

Sarah worked on the EU FP7 project LAGOONS,looking at the management of coastal lagoons, and with Andrew Allan on the EU FP7 project GENESIS, looking at groundwater management across a series of aquifers in greater Europe. She and Andrew provided the legal analysis on GENESIS, including the implementation of the EU Water Framework Directive and Second Groundwater Directive.
