César Rafael Mata-García holds a Doctorate (Ph.D) in Law from the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) of Dundee University (Scotland, UK, 2012) where he conducted his Ph.D under the research topic “Applying Principles of Administrative Law to Investor-State Treaty Arbitrations”. He also holds a LL.B from the Catholic University Andres Bello (Caracas, Venezuela, 1997) and a LL.M in Petroleum Law and Policy from the above mentioned CEPMLP (Scotland, UK, 2000).
Dr Mata-García has more than 15 years of experience in Oil & Gas Projects. He worked as a (freelance) lawyer, until assumed the function of Legal Adviser, with multiples responsibilities, in many Venezuelan governmental institutions such as the Office of the Venezuelan Attorney General, the Ministry of Planning and Growth, the Ministry of Energy and Petroleum, the National Gas Entity, the Venezuelan Corporation of Petroleum (CVP, a PDVSA’s affiliate) and Petroleos de Venezuela, S.A. (PDVSA). He has also represented Venezuela before the Legal Defence Team of the Organization of Petroleum Exporting Countries (OPEC) and has been a member of various official delegations that represented Venezuela abroad i.e., Argentina, Spain, Lebanon, Brazil, United Stated of America, Norway, Argelia, Libya, Angola, Nigeria, Uruguay, Austria and others.
Dr Mata-García has participated in co-drafting many petroleum legal instruments in Venezuela such as the current Organic Hydrocarbon Law and its respective General Regulation; as well as in studying and analysing petroleum contracts signed by the Government during the so-called “Apertura Petrolera” (Oil Opening), including co-drafting the main legal documents used during the process called “migration” of the former oil contracts to the new contractual scheme of mixed companies governed by the current Hydrocarbon Law.
Dr Mata Garcia has more than 10 years of expertise in the academic field. He is Aggregated Professor at Metropolitan University (Caracas, Venezuela) and teaches the course on Hydrocarbon Law. He has also been a Visiting Professor on Hydrocarbon Law at (i) the “Gumersindo Torres” School of the Universidad del Zulia (Zulia, Venezuela); (ii) Venezuelan Hydrocarbon University (Caracas, Venezuela); and (iii) Institute of Higher Management Education (IESA)(Caracas, Venezuela). He designed the post-graduate program on Hydrocarbon Law for the Metropolitan University (Caracas, Venezuela) and is the current academic coordinator of said program.
Dr Mata Garcia has been a Visiting Researcher at the Osgoode Hall School of Toronto University (Toronto, Canada, 2011), in where improved his PhD thesis under the supervision of the prestigious Professor Gus Van Harten; as well as at the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) of Dundee University (Scotland, UK, 2016) where he drafted his book on Venezuelan Hydrocarbon Law.
Currently, Dr Mata-García works as: (i) Legal Consultant on Oil & Gas matters, in various investment projects, both at national and international levels, focusing his area of expertise in petroleum exploration and production activities and in IPC projects related to E&P activities; (ii) Legal Adviser (Pro-bono) at the Venezuelan Petroleum Chamber; (iii) Professor of Law at Metropolitan University (Caracas, Venezuela); and (iv) speaker, instructor and writer on energy-legal topics at the national and international levels.
Dr Mata-García’s areas of specialization and interests are: Hydrocarbon Law, Public International Law, Administrative Law, Investment Law, Arbitration and Oil & Gas Projects.
