Monica has a particular interest in comparative policy research on governance in the water sector and the regulation of private companies’ participation in the water and wastewater sector, in a European context. More generally, Monica’s research interests focus on the impact of the EU water policies on EU member states and on the analysis of processes of institutional change at the national level with respect to water law, policy and regulation.

Mónica García Quesada is a Global Faculty member of the IHP-HELP Centre for Water Law, Policy and Science, University of Dundee (UK). She has earned a Doctorate in Government, London School of Economics and Political Science. The thesis title is 'European Union compliance: design, delivery and enforcement of urban waste water policy in Spain and the UK'. Prior to this, she was working as a Research Fellow at the IHP-HELP Centre where she led a research project on governance in water services provision in six European countries (Englad, France, Italy, the Netherlands, Scotland and Spain), analysing to what extent national regulatory frameworks allow for transparency, participation and access to justice to water consumers in decisions concerning water prices and service quality. In addition, she contributed to the design and lectured various classes on governance in Water Services Provision to LLM students  in Water Governance and Conflict Resolution and the LLM in Water Law.

She has been invited to lecture at different Universities on comparative public policy. In February 2011, she was invited to present her PhD research on Europeanisation of EU water law to a group of Master students of the Université Catholique de Louvain and of the Katholieke Universiteit Leuven. In May 2007, she also taught 4th-year undergraduate students at Department of Political Science and Public Administration, University of Murcia (Spain) on comparative research design and methodology.
