International Water Law Scholarship Programme

The Global Water Partnership together with IHP-HELP Centre for Water Law, Policy and Science, under the auspices of UNESCO, at the University of Dundee, is looking to build on their successful 2011 International Water Law Programme, and offer scholarships for 30 participants to undertake a module in International Water Law, in Dundee 10 - 21 June 2013. Scholarship recipients are responsible for all travel (to/from Dundee) and subsistence (food/accommodation) costs.  

Applications will be accepted from 15 November 2012 to 7 February 2013.

Overview of the module:

The International Water Law module examines both the content and application ofrules and principles related to the world’s transboundary freshwater resources, e.g. rivers, lakes and aquifers. 

The first part of the module comprises a five day workshop (10th – 14th June) that brings together a range of speakers to examine both the content and practical challenges in the implementation of legal arrangements related totransboundary freshwater resources.  Participants will be expected to actively contribute to this part of the workshop through a number of interactive breakout sessions, as well as interactive Q&A sessions.   Immediately following the first part of the module, on the 16th June, a one-day field trip to the Tweed River Basin will be organised.

The second part of the module, which takes place 17th – 21st June, seeks to consolidate and deepen the knowledge and understanding that participants have gained during the first part of the workshop.  ‘Hands-on’ exercises will be used in order to allow the participants to apply the lessons from the five day workshop within the framework of a case study. 

In order to successful complete the module, participants will be asked to complete three assessments: i) a 10 minute presentation related to the case study exercise, to be taken at the end of the second part of the module; ii) a write-up of the case study exercise to be submitted on-line by the  28th June; and iii) a research paper (max 3,500 words) to be submitted by 16th August.  Participants will gain a certificate from the University of Dundee upon successful completion of the module.

The module is open to water resources experts, lawyers and non-lawyers, practitioners, including civil servants, policy makers, regulators and water suppliers, as well as academics who wish to gain a solid understanding of the contribution of international water law to addressing existing and future challenges over the world’s transboundary freshwater resources. 

Successful candidates will be notified at the beginning of March 2013 to allow as much time as possible to obtain visas, additional funding, etc.  The module is aimed at persons working in water resources who wish to acquire specialist knowledge of international water law, especially as it relates to transboundary water challenges in the GWP regions.

Applicants to the joint GWP-University of Dundee IWL Programme should be from GWP Partner organisations and are required to be proficient in English, either as native speakers, or to a standard of an IELTS score of 6.5. A university degree is required in Hydrology, Environmental Science, Law, Agriculture, or related field.
