General Information



Accommodation Licence Agreement

Before accepting a University accommodation offer, students are asked to read and carefully consider the 'Accommodation Licence Agreement' and the 'Accommodation Code of Conduct' which are available on the online booking system and below. The completed acceptance must be received by the Residences Office before the offer expires (date indicated along with the details of the accommodation offer). The appropriate prepayment must also be made. Once the Residences Office receives these items, the 'Accommodation Licence Agreement' becomes a legally binding contract, which commits the named student to occupation/payment for the full period of the contract.

NB. All students are asked to read and consider the accommodation offer carefully before accepting as it is rarely possible to allow students to change accommodation during the year.

Consumer Protection (Distance Selling) Regulations 2000 including your right to cancel

Under the Consumer Protection (Distance Selling) Regulations 2000, we are required to provide you with the following information if we have not met you before entering into a contract (accommodation agreement) with you.

The service which we will be supplying to you is furnished accommodation. Details of whether the accommodation is single bedroom with ensuite shower and toilet or single bedroom with shared bathroom facilities are set out in the Accommodation Offer information. Also in the Offer of Accommodation is detailed the tenancy period, together with details of the utilities and services included, The price of the accommodation is also set out in the Offer of Accommodation. This price includes all charges for utilities (unless stated otherwise), but not telephone calls or internet support.

The arrangements for payment are set out in the Offer of Accommodation. Details of your accommodation account can be obtained from the University Finance Office.

We will provide you with the accommodation for the weeks shown in the accommodation offer for your allocated accommodation. Please check your contract to make sure you are aware of the exact dates before you make a commitment.

If we have not met you before you enter into your accommodation agreement, you have the right to cancel your contract by giving us written (by email, fax or post) notice within seven working days, beginning on the day after the date the contract becomes binding. This is the date when you have signed and returned your accommodation contract, and it has been checked, signed and dated by the University. Students wishing to receive confirmation of this date should send a pre-paid self-addressed post card (or email address or fax number) when they return their signed contract.

Your right to cancel does not apply once we have started to provide the accommodation to you: after you move in, it is too late to cancel. There is no extra charge for booking your accommodation by post or other means of distance communication.

This offer of accommodation and the price will remain valid until the deadline stated in your offer letter, but after that date the offer of accommodation will automatically lapse if you have not accepted it.

The minimum duration of the contract is for the letting period, but we will release you early from the contract if another student reasonably acceptable to the University (eg someone who is not already in University accommodation) takes up a tenancy in your place. However, you will remain liable for the accommodation charges until the replacement takes over and we will charge you a fee of £25 to cover our proper and reasonable costs of administration.

If we have offered you a place in named accommodation we will, of course, aim to locate you there. However, we do not guarantee that the accommodation will be available in all cases and if the accommodation named in any offer we send you is not available at the start of the tenancy period, we will offer you alternative accommodation of equivalent or better quality at the same price.

In addition to your statutory cancellation rights, outlined above, the University will accept cancellations from prospective entrant students (whether we have met you or not) made in writing to

Your tenancy agreement will be for the full letting period applicable to your allocated accommodation so if, after taking up residence, you wish to leave before the end of the tenancy and you remain a fully matriculated student of the University of Dundee,

Change Residence request

Unfortunately due to the allocation process it is simply impractical to create a waiting list for an over-subscribed residence in advance of the session. You may of course decline an offer of Accommodation but the University is not able to guarantee that a further offer will be made. In some years, the Residence Office has been able to consider transfers between residences and if so, this would become apparent during October (when a 'Transfer List' would be made available, an administration charge for transferring applies).

Accommodation Allocation Procedures

The Residences Office is responsible for allocating all student bookings within the Dundee Student Village (Belmont, Heathfield, Seabraes and West Park).

Accommodation is offered for the full teaching session, September to June. Single semester places are available for students on exchange programmes. September to August bookings can also be arranged.

Short-term (minimum one week booking) accommodation is available during the summer period (early June to late August). Short-term accommodation is not normally available at other times.

Non student accommodation is normally available during the summer period only and is managed by our partner 'Sanctuary Management Services' who may be contacted at enquiries-dundee@sanctuary-housing.co.uk

Entrant Students

All Accommodation Application forms must be returned to the address indicated on the bottom of the accommodation application form. The forms are checked for any corrections to personal details and are then sent to the Residences Office. The Residences Office uses various criteria when allocating accommodation such as date of application, gender preference, if peace and quiet are important, length of lease flat, personal statements if supplied, health issues, age, academic course type, nationality mix. We aim to create well balanced flat grouping within the constraints of the applications received. We aim to respond to you within 15 working days of receipt of your application form at the Residences Office.

The University 'guarantees' accommodation to all entrant students who apply before August.

We are not always able to guarantee that the accommodation allocated to you will be amongst your preferences, but you can be assured that we will make every effort to match your needs to the most appropriate accommodation available.

Bedding

Bedding is not supplied in any residence. Starter packs may be purchased (subject to availability) after arrival from the Sanctuary Management Services Office located at Heathfield, 75 Old Hawkhill Dundee, DD1 5EN.

Bicycle Storage

Lockable bicycle storage is available at Belmont Tower, Belmont Flats, Heathfield and Seabraes. Keys are available from the Sanctuary management office. Fire Regulations preclude the storage of bicycles in the flats or passageways.

Car Parking

Limited car parking is available at Seabraes, however an offer of University accommodation does not guarantee a parking space. Access to the Seabraes Site for Vehicles is controlled by an access barrier. Access/Parking is restricted to Permit holders only. If you wish to purchase a permit, please contact Sanctuary Management Services (Heathfield Office, tel 01382 383111) prior to arrival. Permits are sold on a first come first served basis. For terms and conditions, prices etc please contact the Heathfield Office. There is no parking for guests, visitors etc to residents of Seabraes.

Parking at other residences and on the main University campus is not generally available to students. The current cost of an annual parking permit is £285.00 for the main University Campus.
Students may apply for a weekend car parking permit which allows parking on Campus on Saturdays and Sundays without further charge. Application forms and further details are available at: Weekend Parking Students should be aware that the car parking regulations are in force at all times and that vehicles parked outwith designated parking areas may incur a civil charge. Cleaning Arrangements

A limited cleaning service is provided for the common stairwells and landings only. Therefore residents are expected to take a responsible role in cleaning the accommodation themselves, removing rubbish and not allowing rubbish to accumulate.

Damages & Inventories

Inventories

Each resident will be provided with an inventory on arrival. The resident should check the inventory and make note on it of any damage, which is not already stated. The completed inventory must be returned to the site office within 2 days of arrival to avoid liability for any damage not previously recorded.

Damages

Residents will be charged for any damage (which are not recorded on the inventory at the start of the Accommodation Agreement period) in their bedroom and a share of non-attributable damages in communal areas of the flat. It is therefore important that residents check the inventory on arrival and note any damage not previously recorded.

Disability

We already accommodate a number of students with disabilities and will do our best to help you and any helper you may require. If your disability is severe, you should write to the Admissions and Student Recruitment before you apply for one of our courses so that we can check out for you all aspects of living and learning at Dundee.

Doctor

You are required to register with a local doctor as soon as possible after your arrival in Dundee. The University Health Service, located at 1 Cross Row, is able to provide leaflets detailing local GP surgeries - please feel free to call in and pick one up or download it from their web-site. You may not expect to get ill and probably won't, but don't create a problem for yourself by not registering with a local GP.

Electrical equipment

All University owned and SMS owned electrical equipment is checked for safety and will display a sticker indicating when it was last checked.

Students are not permitted to bring into University accommodation any electrical equipment which is electrically unsafe or for which safety cannot be proved. Any portable electrical equipment brought into the residences must have a sealed and factory fitted plug top.

Furniture within University Residential Accommodation

All University accommodation is furnished. All upholstered furniture (i.e. mattresses and chairs) complies with the stringent fire safety regulations pertaining to University residential accommodation, these regulations demand a higher level of fire safety than most furniture produced for normal property purposes. For this reason residents are not permitted to bring any upholstered furniture unless written permission is given by the property manager and the furniture is clearly labelled as meeting these higher safety standards. If you require further advice contact the Residences Office or Sanctuary Management Services office who will be pleased to assist.

N.B. If you would like to keep large items in your bedroom, e.g. drawing board, please state this clearly on your accommodation application form. This will enable us to avoid allocating inappropriate accommodation, for example West Park Villas.

HEATING SERVICES

Central heating is available during the heating season being 1 October to 30 April each Year and any other times within the Year when the ambient daytime temperature within a flat falls below 21 degrees centigrade within the following time periods:

6am to 10am
12 noon to 2pm
5pm to 2am

Residents are reminded that personally owned heaters are not permitted for reasons of safety, cost and that the use of such appliances will cause thermostats to misinterpret building temperatures.

Insurance for personal property

All students who live in University owned or managed accommodation for which they pay residence fees are covered by the Personal Possessions Insurance Scheme arranged for them.

Be aware - insurance has exclusions for example: bicycles. You should read the details of the scheme carefully.

HMO Licence (House in Multiple Occupation Licence)

Be aware - in Scotland, a house or flat, which is occupied by 3 or more unrelated people, is required to be licensed. Unlicensed accommodation may not meet the Council's safety standards and residents may be at risk. You are advised to check the licensing status of private accommodation with the landlord. If you require further advice regarding HMO's, contact Dundee City Council, Private Sector Services on Freephone 0800 085 3638.

All University HMO properties have a current HMO Licence.

Housing Benefit

The University has been advised that "Housing Benefit" is not normally available to any resident occupying University accommodation. Enquiries relating to Housing Benefit may be made directly to the Housing Benefit Office located at 6-8 City Square, Dundee - telephone (01382) 434000.

Mail

Delivery of mail

In Belmont Tower and West Park Villas Student mail is placed in lockable individual pigeonholes located in the foyer of each residence. Parcels are kept at each reception for personal collection. In all other residences the Post Office delivers mail directly to each flat. Parcels and Registered Mail must be collected from the Post Office if the recipient is not available at the time of calling. Any mail received for unknown residents should be given to the site janitor or management office at the earliest opportunity.

Redirection of mail

Residents are responsible for making their own arrangements for the redirection of mail at the end of their tenancy. Neither the Residences Office nor SMS can be held responsible for the forwarding of student's mail as to do so would simply take up too much time. All mail delivered for a previous resident is returned to sender via the Post Office.

Smoking Policy

Residents and their guests are not permitted to smoke in any part of the residence buildings.

Smoking of tobacco is permitted at a reasonable distance away from the buildings on condition that smoke does not reach any internal part of the building including stairwells, passageways and laundry rooms. Cigarette tips must be discarded with care in a suitable receptacle to avoid fire hazard and littering.

Television Licence

Residents who have televisions are required by law to obtain a television licence. It is not possible for the University to obtain one television licence to cover all televisions in the residential buildings.

Pets

Residents are not permitted to keep pets or animals within or near the residences or any of the grounds belonging to the University

Private Accommodation

The University does not keep a registered list of private accommodation. No private properties have been inspected by University staff therefore the University is unable to give any recommendation, endorsement or guarantee in regard to any private property, property owner or agent.

To assist you in finding suitable private property, self-catering accommodation can be arranged for you during the months of June, July and August (one-week minimum charge). We regret that the University is unable to extend temporary accommodation beyond early September.

Reference for Private Accommodation

Many landlords will require references before you move into a privately rented property. On condition that while living in University accommodation, you have paid your rent on time and have treated the property with respect, the Residences Office will be able to provide one. Transfer Request Form

Students who wish to transfer to alternative University Residences are invited to apply for a Transfer via the following link http://www.dundee.ac.uk/studentservices/residences/transferform.php. The form is available from Tuesday 4 October. Residents are advised that transfer opportunities are limited. You will be contacted if a suitable vacancy becomes available.
