The aim of the thesis is to understand how specific policy ideas in flood risk management are developed and implemented by actors in Scotland. Research will provide guidance on the effectiveness of reforms of governance arrangements for flood risk management in Scotland. To achieve this, the thesis examines the role of actors and institutions in national flood policy formulation in the past 50 years with a particular focus on the last 10 years, and in land use and land management initiatives at local level. It takes an intensive case-study approach using a combination of policy documents analysis and semi-structured interviews with relevant stakeholders.
