I am writing to update all staff on parking arrangements for 2005-06.
We expect to have available 884 parking spaces on campus during 2005-06. This takes account of some losses due to building works and the creation of the University green, and some additions, including new car parks behind Caird House and on Miller's Wynd. It also takes account of the fact that the new 200 space Heathfield car park will not be completed until the summer of 2006.
We propose to issue a maximum of 700 annual permits, charged at £150 per permit. As previously, the permits give a "right to roam" but they do not guarantee a parking space. Permits will only be issued to students with an established medical need.
In addition, a maximum of 400 annual pay and display permits will be issued. These will be charged at £5 each. Holders of pay and display permits will need to buy daily tickets at machines that will be installed around campus. Charges will be: 1-2 hours: 40p; 2-4 hours: 80p; 4-9 hours: £1.60.
A limited number of visitors' spaces will be retained, but the issue of temporary permits will cease.
In the course of 2004-05, we have received a number of complaints from staff regarding vehicles parked outwith parking spaces, in places that have caused an obstruction and in some instances, a significant safety risk. During 2005-06, the traffic management staff will continue to do everything they can to discourage parking outwith the regulations through the issue of penalty tickets. Penalty charges will remain at £25, but the reduced charge for prompt payment will be lowered to £12.50. Please note that all parking spaces on campus are clearly marked; for the avoidance of doubt, any parking outside a marked space will incur a penalty.
Please also note that parking permits will only be issued to staff on payment of any outstanding penalties. In order to make it easier for staff to pay penalties at the reduced amount, applicants for permits will be asked to sign an undertaking that future charges may be deducted from their salary.
