Dr. Sergei Vinogradov (LL.B., Ph.D. Moscow), is a Senior Lecturer at CEPMLP and Director of our LL.M. programme. He joined the Centre as a Senior Research Fellow in April 1996. Before joining the Centre, between 1994 and 1996, he was a visiting scholar at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg (Germany). Prior to that he worked as a Senior Research Fellow at the Institute of State and Law of the USSR (Russian) Academy of Sciences. He also taught international law at the Faculty of Law of the Moscow State University.
His main field of expertise includes international environmental law, international law of natural resources, law of the sea, as well as environmental and natural resource law of Russia and the CIS. He is a member of the Water Resources Committee of the International Law Association and of the Commission on Environmental Law of the IUCN/World Conservation Union. At the Centre Dr. Vinogradov teaches courses in international environmental law, international law of natural resources, environmental law and policy for natural resources and energy, and international nuclear law.
Research
His current research interests are in the areas of environmental regulation of offshore petroleum activities, transboundary water resources, legal status and regime of the Caspian Sea and shared petroleum resources.

Teaching
Environmental Law and Policy for Natural Resources and Energy (On-Campus)
The course deals with selected issues central to understanding international and national environmental policy and law related to production and consumption of natural resources and power generation. It addresses, in particular, environmental problems arising in connection with production and transportation of petroleum (both on-land and offshore), mining activities, use of nuclear energy, including production of uranium and disposal of radioactive wastes, and use of fossil fuels, including transboundary air pollution and global climate effects. A special emphasis is placed on the solutions for environmental problems provided by various national regulatory systems, in particular British and North American.

International Law of Natural Resources and Energy (On-Campus)
The main objective of the course is to provide an introduction to the fundamental concepts and specific legal and jurisdictional issues in the field of international and transboundary natural resources. The emphasis is on ensuring a proper understanding of the existing legal mechanisms and international regimes applicable to various types of natural resources located beyond States’ jurisdiction or control.
