Twenty-eight years of experience in diplomatic service (political, energy and trade diplomacy); international organisations (NATO, International Energy Agency and OECD); private sector (banking, country risk analysis, government relations, multinational energy corporation); think-tank/academia (IFRI, Chatham House, RUSI, Forum Istanbul, European Policy Forum, University of Dundee as Honorary Associate, Reading University as Honorary Fellow; and London School of Economics as Occasional Lecturer) as well as journalism (Dunya, Geopolitics of Energy, OECD Observer, Daily News, and Finance World).

Mehmet Öğütçü works for BG Energy Holding Group as director, international government and corporate affairs.

Prior to this position, he was with the OECD leading the Global Forum on International Investment and regional outreach programmes, (2000-August 2005) and covered China and Asia-Pacific for the International Energy Agency (1994-2000).

Öğütçü served as a career diplomat in Ankara, Beijing, Brussels and Paris 1986-1994) on economic, energy and commercial diplomacy matters. In 1980-1984, he worked for the Prime Minister as advisor and in the Is Bank, Turkey's largest private bank, as inspector.

Born Ankara in 1962, and a graduate of "Mulkiye" (BSc), London School of Economics (MSc) and College d'Europe (MA), Bruges. Trained on public relations techniques and media at the British Central Office of Information. He was also a NATO Research Fellow (1986), who led a project on defence industry problems of the Alliance's Southern Flank members.

Öğütçü is an occasional lecturer at University of Dundee, LSE Enterprise Executive Programme, and Reading University on Turkey, China, India, Eurasia/Russia, and Middle East with a focus on energy geopolitics, investment strategies, economic and trade diplomacy, and EU matters.

An international advisory board member of the Windsor Energy Group and European Policy Forum, as well as active member of the 21st Century Trust, the World Future Society, the EU-China Network, and the International Association of Energy Economics. He serves as the co-chairman of the Forum Istanbul, dubbed as "Turkey's Davos".

Öğütçü is a contributor to Dunya newspaper, Finans Dunyasi, a monthly finance journal, Turkish Daily News, World Journal of Trade and Investment, and Futures.
