Research
His research focuses on corporate responsibility and accountability concerning human rights and the environment, closely following the work of Prof. John Ruggie, the UN Secretary-General's Special Representative on Business and Human Rights. Specifically, he pursues prescriptive research for a binding international legal framework in this field, in the light of economic, technological and policy considerations. Currently, he is examining the possibility of a step-wise legal framework in this field, comprising of a primary instrument followed by optional protocols, wherein the latter could be issue and well as sector specific. Unlike the law on protection of foreign investments, a binding framework on corporate responsibility, laying down minimum standards of behaviour concerning human rights and the environment for corporations is elusive, though failures and abuses are not uncommon and touch our lives and influence our environment. Even the latest initiative in this area, the norms on corporate responsibility have ended in a stalemate. Thus, while exploring the different ways of regulation, he is attempting to suggest an alternative approach to achieving a binding framework in this area. The key features of his proposal include a stepwise framework, with clear substantive and procedural provisions drawn from other international instruments, rather than reinventing and stalling the wheel.

Julius is a lawyer by vocation with India being his primary jurisdiction. He holds masters’ degrees in international economic and business laws (Kyushu University, Japan) and mineral law and policy (CEPMLP), bachelors’ degrees in law and chemical science (Goa University) and a few other programmes including certificates of advanced study and training in dispute resolution and a mediator certification (Tulane Law school, USA and Humboldt University, Germany).
He is an avid hiker and nature enthusiast, with varied interests, including current affairs, politics, religion, organic farming, sustainable community development and regeneration, science fiction, debates, painting, fitness, and classical, folk and Latin-American music.
