Cesar Rafael Mata Garcia is a Lawyer from Andres Bello Catholic University (Venezuela-1997) and LL.M. in Petroleum Law and Policy from CEPMLP-University of Dundee (Scotland-2000). He has worked as Legal Adviser in the Venezuelan Attorney General Office, in the Ministries of Development and Planning and of Energy and Petroleum (former Ministry of Energy and Mining), in the Venezuelan Corporation of Petroleum [CVP (PDVSA's Subsidiary)], in the National Gas Entity (ENAGAS) and lastly, in the International Legal Department of PDVSA as Leader of International Businesses. He is the former Venezuelan representative before the Legal Defence Team of the OPEC and has been member of some Venezuelan Official delegations. He has also participated in co-drafting some petroleum regulations in Venezuela. He teaches Oil & Gas Law in the Metropolitan University, Caracas, Venezuela.
