Scope
The kinds of issues that can have a cross-border aspect can usefully be grouped into two categories:

Those arising from the exploration, production and sharing of natural resources (mainly oil, gas and water), and

Those concerning energy networks (mainly electricity and gas).
Aims
The aim of this research theme is to examine selected issues that arise from the exploration and production of natural resources, and from the development of cross-border energy networks, with a view inter alia to:

Reviewing and evaluating mechanisms for the management and resolution of cross-border conflict;

Comparing and critically assessing aspects of regulatory regimes for cross-border gas and electricity networks, including third party access, tariffication schemes, interconnectors and congestion management techniques, and
-
Generally, to examine the operation of public international law with respect to trans-boundary natural resources, and the ways in which such law interfaces with municipal law, and provides guidance or otherwise for stakeholders.
