Currently, this involves a summary of a paper called Cross Border Oil and Gas Pipelines: Problems and Prospects (ESMAP Technical paper, The World Bank, Washington DC). It attempts to create a user-friendly check list for potential pipeline projects aimed at reducing conflict and tension.
