2002/2003 Editorial Note
The regulation of the oil, gas, energy and mineral industries and the flow of investment stimulating their growth require subtle understanding of various challenges faced by these sectors. The current global trend in capital movements generated debates as to the implications of various economic and policy objectives of all the parties involved. The concerns of development and energy security get a closer look in this process. While many countries are just entering into a process of modernising their resources industry, the others are seeking to improve their existing systems towards achieving better results. The issues arising from this trend are linked not only to pure economic theories, but also to a large extent to fiscal policy, regional or international energy politics, emerging issues of wider social responsibility, issues of environment, legal challenges and the search for a global partnership in business relations.
CEPMLP's continuous efforts in responding to the global need of research in these and other related areas are supported through the high quality of student research, and a selected output is presented in this 7 th edition of the CAR. The theme of this year's CAR is global economic development in the oil, gas, energy, mining and investment relationship. This edition covers novel and debated issues within the key sectors of the industry. Issues relating to competitive power market development, gas market and project developments, energy efficiency - which is becoming ever important with the stronger insistence on tapping economic gain and ensuring environmental quality, sustainable development in the mineral and water sectors and dispute resolution are discussed by the authors. The discussions draw experiences from a number of countries in their search for factual solutions.
I would like to congratulate the authors for their contribution towards this publication. Throughout the process of the publication of this volume, the assistance and inspiration received from the CAR Editors, Barbara Vons ( Argentina ), Melissa Kate Holzberger ( Australia ), Chi Tak Chan ( China ), Mohammed Babangida Umar ( Nigeria ), Temisan Atimono ( Nigeria ) and Jose Rafael Duque Ramirez ( Venezuela ), have been phenomenal and they deserve my special regards. The assistance and guidance from Dr. Arthur Warden have been crucial at all the stages of this publication and the CAR Editorial Board is very much thankful to him. This edition could not have been delivered to the readers without the co-ordination and assistances from Janeth Warden-Fernandez, Research and Teaching Fellow of CEPMLP, Rebecca Fiona Leiper and Angela Dunsire.
CAR has progressed commendably and is the leading energy journal produced from the works of the students, and the inexorable inspiration and guidance of Professor Thomas Waelde, the former Executive Director, and Dr. Philip Andrews-Speed, the Director of the Centre have been instrumental in this regard.
I wish all the readers a thoroughly rewarding time with CAR 2003.
