Editorial Note

This is the third edition of the CEPMLP Annual Review. This edition is however unique because it is the first one that is available online. This shows that the Centre is keeping up with advances in technology, which have made research sources and papers available on an increasing scale on the internet.

In choosing the papers for publication in this edition of the CEPMLP Annual Review, the Editorial Board has sought to be extremely discriminating. We have attempted to reflect as wide a spectrum of subjects as possible whilst ensuring that quality is not compromised. Furthermore, the Centre is a gathering place of many different cultures. Our editorial policy has been to avoid drowning the authentic voices of our writers. I hope that you will agree that we have made a good effort at achieving our set goals.

This editorial note cannot end without a mention of the contribution of the other members of the Board. I should like to thank Goetz Lincke for his robust and efficient approach; Alistair Dunbar, who was always self-effacing but absolute crucial to the end result. He knew far more about computing than I could ever hope to know. Last but not the least member of the Board is Djamila Amimer, who helped us decipher the jargon of the economists. I thoroughly enjoyed working with you all. I should also mention the continuing encouragement of Professor Thomas Waelde, the Executive Director of the Centre. Without him, we would never have had the opportunity of embarking on the adventure of editing this edition on the CEPMLP Annual Review.

Please enjoy the offering!
