2005/2006 Editorial Note

In the energy and natural resource industries today, the central themes common among stakeholders include resource availability, sustainable development and environmental protection. These are often conflicting objectives especially for energy, where both production and consumption are characterised by huge environmental consequences. The implication is that the achievement of one set of objectives might mean undermining another. Striking a balance in reconciling the contradictions has transcended beyond national boundaries, becoming a global challenge. These are the kind of ground-breaking and burning issues that have characterised the careful blend of topics in the publications of the Centre for Energy, Petroleum and Mineral Law and Policy (CEPMLP) Annual Review (CAR).

CAR depicts the pace-setting quality of research culture and abilities at CEPMLP. For close to a decade, it has unarguably sustained its status as a world-class reference in Energy, Mineral and related issues for academics, students, industry practitioners and the general public. This 10th edition comprises 42 papers under 21 major groupings ranging from Commercial Contracts to Sustainable Development, and Water. It has been uniquely challenging in arriving at these final papers from the large pool of articles originally considered. This is because they are all aptly interesting, thought-provoking, and exhibit a great deal of originality, and we regret that it is impossible to publish all good papers.

From the enviable antecedents of CAR, it is not surprising to see featured in this edition, ongoing global issues in the energy and natural resource industry, like: Iran's Nuclear Programme and implication for global energy security, Emissions Trading, United States Foreign Policy in the Middle East, Incentivizing Reinvestment in the Mineral Sector, Project Finance of Renewable Energy Projects, recent issues in Refinery Profitability and Capacity, Securing Investments in the transforming Energy Industry, to mention but a few.

I commend the enthusiasm and expertise of the members of the editorial board in making this edition successful. Their arduous commitment, for me is a rare privilege any time. The board comprised: CAN Emrah, JOE Oroma Olivia, KOTSO Adigidzi, NEBO Nnamdi, NWAKOBY Adaeze, PHILLIPS Annie, TAKON Alphonsus, UBAJAKA Chioma and USMAN Sani. As a team, we appreciate the confidence reposed on us by the Centre as being worthy of executing this privileged project. Very specifically, we are grateful to Professor Philip Andrews-Speed, the Director of CEPMLP, for his unreserved encouragement.

I would also like to register my most sincere appreciation to Dr Arthur Warden and Mrs Janeth Warden-Fernandez. They provided untiring guidance and support, and on many occasions they gave expert opinions on key technical issues within the areas of their specialization. I found them most accessible even to their private home and sometimes encroaching into their weekends.

I trust that readers will find this edition an invaluable tool to draw upon.
